The trade association Magazines Canada offers a step-by-step online tour of what are described as "the very best practices for starting a new general-interest or special-interest magazine in Canada". The Council of Literary Magazines and Presses works for "the independent publishers of exceptional fiction, poetry and prose". Look at the FAQs, especially the FAQ for publishers and the section on publishers resources.

Unfortunately the BigTop distribution service has closed and also led to the collapse of the Independent Press Association (once described as the antidote to monopoly media).
